Elliat began working with 4Culture in 2004 through the Arts Leadership Lab and continued to get support from the organization as an individual artist and community member. 

In 2018, Elliat was asked to join an artists feedback committee for a new project called Artist’s Up, a collaboration between the City of Seattle Office of Arts & Culture, ArtsWA, and 4Culture, which is focused on supporting artists of color with resources, services, and programs. Elliat was in the annual cycle of this program that paid artists to coach other artists to shift opportunities and access in the community. In 2019, Elliat was commissioned to produce a video documenting 4Culture’s Arc Fellowship award ceremony at Washington Hall, with a cohort selected based on artistic excellence and identifying as disabled and/or transgender or gender nonconforming.
